server response (non-client side) tracking is the most common “cookie-less” solution these days (which is what most HasOffers customers use). Flash objects are notorious for inaccuracies 🙂

Flash Locally Shared Objects are currently handled as cookies by browsing software. That was the major issue in the suit against Quantcast; an LSO was rewriting a deleted cookie.

The IE features only make those tools more accessible, while the firefox feature won’t really matter what kind of tracking you are doing (though I also doubt they will be able to enforce the users request to not be tracked). In the case of Safari, I’m not really sure there will be any issues with cookie tracking.

I’m really interested to see how this irons out and see what sort of user adoption they have for these tools.

Their claim that “Tracking is a website issue,” is only true because none of the browsers have created the appropriate interfaces for users to easily control Javascript and Flash cookies. Also, Google Chrome has been oddly quiet about tracking and privacy. But, they have a vested interest in not disclosing the variety of tracking methods that they apply to users and transport to advertising systems.
